Attock Refinery plans new 50,000 bpd deep-conversion refinery
Business Recorder • • 1 min read

Attock Refinery Limited (ATRL), a subsidiary of Attock Oil Company Limited, has outlined a proposal to build a 50,000 bpd deep-conversion facility, according to its annual report released on Monday. The company said the plan depends on sustainable increases in local crude supplies from the north and on necessary support from the government.
The expansion is aimed at meeting Euro-V fuel standards, which the company called one of its biggest hurdles. Planned projects include a Continuous Catalyst Regeneration unit that would raise PMG output and octane, removing the need for octane-boosting additives and naphtha exports. A revamp of the DHDS unit is also expected to cut HSD sulphur content to 10 ppm.
Feasibility work is well advanced, with FEED studies completed and about 90% of the project's FEED package finished, at an estimated cost of about $600 million. Italy-based Studi Technologie Progetti SpA was awarded the FEED and project management consultancy contract. The annual report also put the company's tax and duty contribution at Rs156 billion and foreign exchange savings from import substitution and exports at $167.13 million.
