Pakistan allows four refineries to export 195,000 tonnes of furnace oil in October

Profit by Pakistan Today reported that the Oil and Gas Regulatory Authority has permitted four domestic refineries to ship 195,000 tonnes of furnace oil overseas during October 2026. Pak Arab Refinery Limited (Parco) received the largest share at 60,000 tonnes, with a 10% margin in either direction, while Pakistan Refinery Limited has 50,000 tonnes on its allowance. Cnergyico PK Limited was cleared for 45,000 tonnes, and National Refinery Limited's quota covers 40,000 tonnes of high-sulphur furnace oil, also with a 10% margin. The regulator tied the approvals to local upliftment under each refinery's plans, and the 195,000-tonne total excludes any volumes added through tolerance.

The National Coordination and Monitoring Committee gave in-principle approval, conditional on keeping strategic furnace oil stocks for power-sector needs. Oil sector data showed exports of 153,000 tonnes of HSFO in the two months since the current fiscal year began, along with 8,354 tonnes of MSFO and 26,411 tonnes of LSFO.

The permissions come as refiners push upgrades that would move output toward higher-value fuels and cut furnace oil. Upgrade agreements have been signed by four of Pakistan's five refineries, and once completed, daily furnace oil output is projected to drop from between 15,417 and 15,500 tonnes a day to between 3,400 and 5,714 tonnes a day.

At a glance

  • OGRA allowed four refineries to export 195,000 tonnes of furnace oil in October 2026.
  • Parco has the largest allocation at 60,000 tonnes, while PRL is permitted 50,000 tonnes.
  • The permissions depend on local upliftment and maintaining power-sector furnace oil reserves.
