Pakistan eyes $1.5bn financing through World Bank guarantees
METTIS GLOBAL • • 1 min read

Pakistan is examining a financing package of about US$1.5 billion that would pair World Bank policy-based guarantees with cover from the Multilateral Investment Guarantee Agency (MIGA), according to Mettis Global. The idea was raised in Bangkok, Thailand, during a meeting between Federal Minister for Finance and Revenue Muhammad Aurangzeb and Alvarez & Marsal held on the margins of the World Bank Group and IMF Annual Meetings 2026. The structure is meant to raise funds at competitive rates.
The package would bring together lender resources, budget support and guarantees to widen investor participation. Its scale hinges on how much guarantee capacity is available and how the deal is structured. Aurangzeb stressed that an existing Development Policy Operation could be used, sparing the country the time needed to negotiate a fresh framework.
He backed further study of the proposal by the Finance Division, the Economic Affairs Division and the World Bank Group. Advisory assignments linked to the sale of distribution companies (DISCOs) were discussed as well.
