AI-led bid-rigging alert system created
THE EXPRESS TRIBUNE • • 1 min read

The Competition Commission of Pakistan has built an AI-based tool to detect collusion among bidders in government purchasing, a market where an estimated $60 billion changes hands each year. According to a statement the CCP released on Saturday, the Bid-Rigging Detection System or BRDS will scan large batches of procurement records and mark bidding behaviour that appears irregular for further probe. The regulator says the tool is nearly ready for rollout, with arrangements already agreed with the Public Procurement Regulatory Authority, provincial procurement bodies and the Securities and Exchange Commission of Pakistan.
Procurement is estimated to make up 15-20% of Pakistan's gross domestic product, so such oversight carries real weight. Until now, fragmented data and no automatic link to company ownership records made bid rotation, cover bidding and related-party participation hard to detect. The commission wants to move away from a process driven mainly by complaints and manual checks toward routine, data-led market surveillance.
CCP Chairman Farid Ahmad Tarar said procurement worth Rs trillions cannot be monitored properly through complaints and individual tender reviews alone. Tarar stressed that each alert is an investigative lead rather than proof of wrongdoing and must be verified and legally assessed under the Competition Act, 2010. The system also features in a Stanford Computational Antitrust report that gathers contributions from 30 competition regulators.
