The reported retail price movements accompanied changes in the import costs of the two fuels. Petrol’s import cost was Rs268.57 per litre, compared with Rs271.28 previously. HSD’s import cost was Rs282.55 per litre, up from Rs282.24. The reported figures show the import cost moving down for petrol and up for HSD alongside their respective retail price changes.

Average refined petrol prices were reported at USD118.80 per barrel, compared with USD120.35 on October 21. The average for HSD was USD108.52 per barrel, against USD108.34 on October 21. The reported change in HSD’s crack spread was a narrowing from USD41.89 to USD38.00 per barrel for a period of three months.

The Oil and Gas Regulatory Authority cited global events, including changes in Platts rates, premiums and incidentals, among the factors behind the fuel price changes. A Petroleum Division notification said government levies and fixed profit margins remained unchanged for both products. The listed components include the Petroleum Levy, Climate Support Levy, dealer profit margin, oil marketing company profit margin and Inland Freight Equalization Margin.

The Petroleum Division notification said these levies and fixed profit margins were unchanged.

The review therefore lists different directions of movement for the two retail prices: petrol decreased, while HSD increased. The October 21 refined-price comparisons and the reported import-cost figures also move in different directions by fuel. The listed levies and profit margins, in contrast, were unchanged under the notification. The revised petrol and HSD rates apply from October 22, as stated in the price review.
