NEPRA urged to revise consumer service rules over grid charges, detection bills

Profit by Pakistan Today reported that objections filed with NEPRA call for changes to proposed Consumer Service Manual amendments covering grid-sharing fees, industrial connections and detection bills. The submission argues that charges should reflect actual infrastructure needs, rather than a fixed Rs8.948 million per MW rate, and proposes allowing dedicated transformers up to 1,000 kVA without automatic extra fees.

For industrial connections, it recommends lower-voltage options where technically workable, alongside advance notice before temporary disconnections become chargeable. It also seeks itemised evidence for detection bills and a pause on collecting formally disputed amounts above specified thresholds while cases are decided within 30 days. The submission separately questions K-Electric’s requests for new load surveys when customers seek to reduce sanctioned loads, and calls for clearer rules on related security deposits.

At a glance

  • The objections challenge a proposed grid-sharing charge of Rs8.948 million per MW.
  • The submission seeks safeguards and evidence requirements for disputed detection bills.
  • K-Electric is cited over load surveys for customers seeking lower sanctioned loads.
