The three federal taxes on a property deal

A property transfer in Pakistan triggers up to three federal taxes, plus provincial charges that this calculator does not include.

  • Buyer: advance tax under section 236K. Paid when the transfer is registered, on the value of the property. It is an advance payment against the buyer's income tax.
  • Seller: advance tax under section 236C. Collected from the seller at registration, on the same value.
  • Seller: capital gains tax. A tax on the profit, assessed on the seller's return. The rate depends on when the property was bought, for how long it was held, its type and the seller's filer status.

Filer means the person is on the FBR Active Taxpayers List (ATL). The difference is large: a non-filer buyer of a Rs 25 million property pays Rs 2,625,000 where a filer pays Rs 312,500.

Tax is charged on the higher value

Both advance taxes are charged on the highest of three numbers: the price in your agreement, the FBR valuation of the property, and the district collector (DC) valuation where one applies. A low declared price does not lower the tax if the government valuation is higher. Enter every value you know and the calculator uses the greatest. It also measures the gain for capital gains tax against that higher value, the cautious reading. Whether the tax authority accepts your declared price for the gain is a question for your tax adviser, so when the two values differ the calculator shows the capital gains tax on your declared price as well.

Advance tax rates, tax year 2026 and 2027

The Finance Act 2026 cut the filer rates and made them the same at every property value. Non-filer rates still step up with the value.

The separate higher rates that applied to late filers were abolished, so today there are only two statuses: filer and non-filer.

Capital gains tax on property

The gain is the sale value minus what the seller paid, plus registration and improvement costs. For property bought on or after July 1, 2024, filers pay 15% of the gain, whatever the holding period. Non-filers pay at the individual income tax slab rates applied to the gain, never below 15%, plus a 10% surcharge above Rs 10 million. The slab figure in this calculator treats the gain as the seller's only income, so it is an estimate; the slabs it uses are listed in the business income tax calculator. Property bought earlier follows a holding-period table:

Held forOpen plotHouse (constructed)Flat
Up to 1 year15%15%15%
1 to 2 years12.5%10%7.5%
2 to 3 years10%7.5%0%

4 to 5 years5%0%0%
5 to 6 years2.5%0%0%
More than 6 years0%0%0%

Inherited property is treated as bought at its market value on the day of transfer.

A worked example

A plot sells for Rs 25 million; the seller paid Rs 15 million for it, a gain of Rs 10 million. Federal taxes in tax year 2027:

TaxFilerNon-filer
Buyer 236K, tax year 2027Rs 312,500Rs 2,625,000
Buyer 236K, same deal in tax year 2026 (filer)Rs 375,000—
Seller 236C, tax year 2027Rs 687,500Rs 2,875,000
Seller 236C, same deal in tax year 2026 (filer)Rs 1,125,000—
Capital gains tax, plot bought March 3, 2023 (7.5%)Rs 750,000—
Capital gains tax, plot bought March 3, 2025 (15%)Rs 1,500,000Rs 3,590,000 (estimate)

The 2023 plot's rate comes from the holding-period table: Bought on March 3, 2023 and held 3 years 7 months, an open plot: 7.5%. Capital gains tax is assessed on the seller's return, and the 236C advance may be adjustable against it, so the amount that actually leaves the seller can be lower than the sum. A tax adviser can tell you how the two interact in your case.

What is not included

Stamp duty, registration fees, capital value tax and housing society or local body transfer charges are provincial or local, and they differ between Punjab, Sindh, Khyber Pakhtunkhwa, Balochistan and Islamabad. We do not add them here because they change often and vary by city. Ask the sub-registrar or your lawyer for the current figures, and budget for them on top. If you are comparing property with shares as a place to put money, the capital gains tax calculator shows the rates on PSX investments.

Two more calculators help around a deal. If you are borrowing to buy, the home loan calculator shows the monthly instalment and the markup, and if you plan to let the property out, the rental income tax calculator shows the tax on the rent. Property bought to resell also counts toward zakat, which the zakat calculator works out.

FAQ

Property Transfer Tax Calculator: common questions

What is the 236K tax when buying property in Pakistan?+

Section 236K is an advance income tax the buyer pays when the property is registered. For tax year 2027 (July 1, 2026 to June 30, 2027) it is 1.25% of the property value for filers at every price. Non-filers pay 10.5% up to Rs 50 million, 14.5% from Rs 50 to 100 million and 18.5% above Rs 100 million. On a Rs 25 million property a filer pays Rs 312,500.

What is the 236C tax when selling property?+

Section 236C is an advance tax collected from the seller at registration. For tax year 2027 it is 2.75% for filers and 11.5% for non-filers, at every property value. On Rs 25 million that is Rs 687,500 for a filer. It is separate from capital gains tax on the profit, which is assessed on the seller's return.

Is property tax charged on the FBR value or the price I agreed?+

On the higher of the two. If the government valuation of the property (the FBR valuation, or the district collector rate where that applies) is above the price in your agreement, tax is charged on the higher valuation. Enter both the declared price and the FBR value, and the calculator uses whichever is greater.

How is capital gains tax on property calculated?+

The gain is the sale value minus the cost, including registration and improvement costs. For property bought on or after July 1, 2024, filers pay 15% of the gain whatever the holding period. For older purchases the rate falls with the holding period and differs for plots, houses and flats, reaching 0% after 6 years for plots, 4 years for houses and 2 years for flats. Non-filers on newer purchases pay at the individual slab rates, never below 15%, plus a 10% surcharge above Rs 10 million, which the calculator treats as an estimate.

Did property taxes fall for tax year 2027?+

Yes, for filers. The buyer's 236K rate went from 1.5%, 2%, 2.5% (by property value) to a flat 1.25%, and the seller's 236C rate from 4.5%, 5%, 5.5% to a flat 2.75%. On a Rs 25 million property that is Rs 62,500 less for the buyer and Rs 437,500 less for the seller. The separate higher rates for late filers were also abolished.

What property costs does this calculator not include?+

Provincial stamp duty, registration fees, capital value tax and any housing society or local body transfer charges. They differ by province and city and change often, so ask the sub-registrar or your lawyer for them. The calculator covers the federal taxes: advance tax for the buyer (236K), advance tax for the seller (236C) and capital gains tax.

Is there any capital gains tax on property I held for more than six years?+

Not if you bought before July 1, 2024. Under the holding-period table, a plot, house or flat held for more than six years pays 0%. For property bought on or after July 1, 2024 the 15% rate applies for filers regardless of how long you hold it, so there is no longer a point at which the tax disappears.
